The colleges offering BALLB through distance mode are not valid and recognized. If you want to study law, then you should go for regular mode.
The eligibility for most of the colleges in minimum 50% in class 12th and you have to clear the entrance exam according to the university admission process.

You cannot pursue 2 regular programs from the same university and not even from 2 different universities. You can pursue 2 different programs from 2 different universities in different mode.
According to me, you should focus on your target. You should concentrate on one degree and give your best and get the knowledge to perform well in future.

To pursue Ph.D, you must start contacting the Ph.D research heads of the universities/departments and share your research interests with them. You have to be accepted by the research head before you submit your application. Universities in the US would require you to take the GRE. Additional eligibility will depend on the country and the university. Your scores are less so finding a suitable research university will be very competitive. The cut-off for CAT in general category is somewhere around 80-88 percentile.
But, one thing I can suggest you is, if possible fill the application form, and if you get a call from SBS, try to perform well in GD/PI, because they give more weightage to GD/PI.

I am a Visual Communication student, but I do have a friend in B.Sc tourism and travel management. Rest assured, I always get jealous of him. I don't know the technical information, but I could say that the department is doing splendid. They keep going for trips and every time I find my friend bragging about his course. I could say that they are indeed learning and experiencing a lot. So on answering your question, yes. This is a great college for B.Sc in tourism and travel management. But, a word of advice.
