From what I've seen, direct migration for Ph.D scholars into LPU isn't very common. Even if you've completed coursework in another university, LPU usually asks you to go through their own admission process (entrance/interview), and they may or may not consider transferring your previous coursework; it depends on evaluation.
Compared to many universities, LPU is a bit strict in maintaining its Ph.D structure, which actually helps keep research quality consistent. So yes, you can apply, but it won't be a simple migration; you'll likely need to re-register and get approval for any credit transfer.

These days, instead of marks, percentile is the term used for determining rank and if course chances of getting admission. Fir getting admission in IIT Mumbai, you need to be in top 20-30 of your category to get admission. Best wishes to you.
