Hello Omkar,
Thakur Polytechnic which is located in the suburb of Kandivali in Mumbai is a private institution and is affiliated to the Government of Maharashtra for giving out Diploma after the completion of studies. However, the college is not showing any information about less fees charged to different sections of the students like OBC, etc. on their webpage. I am attaching a link of this Institute with all the information like telephone numbers and email IDs, etc. I think you should ask some specific questions to the institute about your requirements and I am sure they will help to the extent feasible by them.

For BP.Ed, candidate needs to have completed a Bachelor's degree in any discipline with 50% marks and having at least participation in the Inter-College/ Inter-Zonal/ District/ School competition in Sports and games as recognized by the AIU/ IOA/ SGFI/ Govt. of India or Bachelor degree in Physical Education with 45% marks or Bachelor's Degree in any discipline with 45% marks and studied Physical Education as a compulsory/elective subject.
