Since you are entering 11th, it actually might help to go with the arts stream if you are keenly interested in animation. The arts courses might help you with the subject matter to an extent. You can choose a degree in animation or gaming thereafter. But if you want to take up the animation courses right away, you would be eligible for a diploma or a certificate course only and not a degree. Degree is available only to students who have cleared their 12th.
While choosing a college/institute for studying animation, look for the course curriculum they offer, their affiliations and recognition (Be wary of newer colleges since their licenses may not be valid), the faculty and infrastructure. Once you make this basic choice, it is totally up to you to work hard and make a bright future.
Frankly, the lack of companies that makes good games is because of the average talent that they hire. If talented people with thorough knowledge of the basics enter the field of gaming or animation, then there's no stopping the Indian industry. We are limited by our brains and hard work and nothing else. If we empower ourselves with the required skill-set, I don't see why we can't produce games and movies which are on par if not better than the foreign counterparts.
