A PGD is post graduate level course. You can do this only if you have a Bachelor's degree. A Diploma is not a Bachelor's degree. You can apply for Bachelor's degree programs in Canada provided you have very good academics and a strong profile. You can study PGD after completing your Bachelors.

The cutoff rank generally stands at 200-250 for OBC category for B.Tech in fashion designing at NIFT, Delhi campus. Hence chances seem mediocre here. However, you can get Hyderabad, Mumbai, Bangalore and Chennai and Gandhinagar campuses into B.Tech Fashion designing with OBC Category.

If you have decided to study abroad, you should know what to study. Know your own interests. Options will be many after PCM with computers, but you have to choose what interests you.
