The eligibility criteria for Ph.D varies for every institute. However, the basic requirement is a Masters degree or an equivalent degree in the relevant discipline. So your idea for M.A Economics is good but it is advisable to opt the same from a recognized university.

In order to pursue MBA from IGNOU you need to be graduate in any discipline with 50 per cent marks.
Plus you need to appear in OPENMAT conducted by IGNOU. The candidates who have successfully cleared the entrance test for admission into Management Programme conducted by institutions like CAT, MAT, and State level tests need not appear in OPENMAT.

you are a commerce background student up to +2 it means maths is not with you at +2 Level so there is a problem in admission in MCA and your programming is not as good as market require so you go for MBA finance and if double specialization is there than IT also.
