At +2 level, students have several gateways to reach their destination. Bi-Focal Science or Gen science are the gateways to engineering.
Bifocal Science is a vocational course and has branches like computer science. The colleges which you have mentioned all are one and the same.and u will get admission in any.
From northern India i would recommend only Thapar Universiy, PEC and Lovely Professional University. Compare there rankings, infra, academics, placements before taking admission.

Both have different scope. but a person who do ECE can get a job in IT field as well. A computer engineer have more scope and diversify job opportunities.
