Hi,
To be able to apply for the IRS exam, You have to undergo the procedure as notified by the UPSC which is the regulating and governing body for IRS and other services.
The minimum qualification required is to be a graduate degree from a recognized University so to be eligible for writing the exam. The forms are available post the notification is released from the various post offices.

r u confidant in any of the Server Side Operating System? for what purpose u would like to do CCNA? wanted to go in network line? is that so? wanted to get good job in higher end? am i right? if u want to enhance ur career and knowledge as well why don't u choose RHCE. cos most of the Servers r running on Linux and then u opt CCNA u will be having career in only Network line. Cos Knowing LAN then u know about WAN will give u more advantage. After CCNA u will be only a network person if u do RHCE then u can opt System Admin or Network Admin or Security Admin as well if u have Database knowledge then u can be DBA as well the combination
