Yes, the students of NCR campus go to Chennai for placements, because of a simple reason that there was no placement cell here. So all of us had to go there for placement. But from this year's batch, things have changed. A placement cell has been made in the NCR campus and students from this year might get placement here itself. So there will be choice for you guys whether to go to Chennai or stay here for placement. I'd say since IT companies are found more in the south side, you should go to Chennai for a better placement.
But, I'd still suggest you to confirm with the authorities of the NCR campus about these things.

There are usually two ways, by taking CAT and then WAT/PI. For second one, if you have lived outside India for at least 18 months and are away during CAT examinations, you can apply to IIMA using your GMAT Score. There is separate process for that.

I am surprised to hear that after doing B.Tech ECE you are saying that you do not have any skills. Do not be under confident. Revise your ECE subjects and apply for jobs. Why do not you try for job in Defence Services & Paramilitary forces. You may apply for GATE after coaching to seek job in PSU. You can join short course on Testing and join an IT company as tester. All the Best!
