Pursuing studies abroad is always a good option, the main reason for seeking a degree from abroad are:
- Getting a better quality of education.
- Improves career opportunities.
- Broaden international experience.

As per your post, I can make out that you have completed Diploma in Education (Mental Retardation) after class XII.
If it is so, then I believe that you must have acquired knowledge, develop competencies and practiced skills to impart education to children with special needs.
To further enhance your career, I may suggest you to go for a bachelors degree in Mental Health and Counselling so that you can take up masters program without any hurdle.

Theoretically yes, practically no. Let us say, you take admission in two different streams, but how will you manage exam schedules of each,which may clash with each other? Then, how will you cope up with the study for ten subjects instead of five? Even if you manage, you will have to hide one degree when appearing for job interview, as it is legally not authorized.
