Hi,
It doesn't matter if you do it even from a top institute because you are not working. You should do it only if you are employed and have around 2 years of work experience. Fully online MBA is not allowed as UGC has banned it. You may go for the following institutes:
Pondicherry University,
Anna University,
Bharati Vidyapeeth,
Kurukshetra University,
University of Madras.
Do not opt for any private university and universities from Rajasthan, north India, Bengal and north east states including Sikkim. Always prefer a part time program.

These are very competitive and very high grades are required. Check the university websites for admission requirements. It is difficult to predict CAT score based on MAT score as the difficulty level of both exams are different. Based on your MAT score, it looks you are not prepared well for CAT and you need to work on your preparation strategy.

You may check PG Diploma or Graduate Diplomas in networking and related fields. Since you hold a B.Tech degree you will not be eligible or overqualified for an undergraduate diploma. In such cases though a college might grant you admissions visa rejection is possible. Look for courses which will help you upgrade your skills and knowledge.

You will require better grades atleast 55% to be accepted by normal colleges abroad. The top ones require more than 75%. Please continue your studies in India and plan for a PG course abroad after you qualify.
