Well this is one interesting question!
I would agree with both anjani jha "after IAS the possibility of MS from abroad is very less" and richajain for saying "it is difficult but not impossible".
The most toughest hurdle for you would be how to go about IAS?
As IAS exam is very tough and you need to prepare very hard which would be difficult if you plan to do MS abroad, as it will be difficult for you to take classes for IAS.
So as a friend, I would suggest you to first complete your MS from abroad, return back to India, join a good institute and then apply for IAS.
