A college is meant to provide education while the industry is meant to provide jobs. If any industry be it soap industry or newspaper industry - is not doing well, neither the industry nor the institute can give you a job. This is true of all courses that depend not on private practice but the industry for employment, namely, engineering, management or media.

Hi,
Well this is one interesting question!
I would agree with both anjani jha "after IAS the possibility of MS from abroad is very less" and richajain for saying "it is difficult but not impossible".
The most toughest hurdle for you would be how to go about IAS?
As IAS exam is very tough and you need to prepare very hard which would be difficult if you plan to do MS abroad, as it will be difficult for you to take classes for IAS.
So as a friend, I would suggest you to first complete your MS from abroad, return back to India, join a good institute and then apply for IAS.
Regards.
All The Best!
