Web development has frontend development, backend development (which supports frontend coding). those who do both come under full stack developer category. web designers are more focused on the front-end (design, typography, colors, etc), and web programmers are more concerned about back-end development using specific languages (MySQL, PHP, python, other database languages, etc). Front-end is what you see; back-end is how it works.
if u want to do front end development learn HTML,CSS and Javascript/JQuery.
for backend languages learn PHP, Ruby or Python. i would recommend python. its beginner friendly and yet powerful language.
