It won't be possible without paying the remaining fees and college change or university change after the first year is completely dependent on college and university norms, some college allow it and some won't plus you need to have good scores in the first year to apply for the same. Hi Subash,
Here is the eligibility criteria for the same:
10+2 Science stream students, with Physics, Chemistry and Mathematics subjects, who have passed 12th board examinations from a recognized board, are eligible to pursue this course. Minimum marks criteria may exist in case of many Institutes. Generally, it is between 40-50% marks in Physics, Chemistry and Mathematics subjects. Students must also have appeared for State Level Entrance examination for getting admission in reputed Institutes.

Hi Raaz,
Yes, you are definitely eligible to pursue MS from US after completing B.Tech through lateral entry. The only thing that then matters is the B.Tech score and the eligible exams which are mandatory for the university you are applying for.
