Hi Shrey,
Technically it is not possible to pursue 2 courses at a time. However, you may choose to do one through regular and the other through correspondence or distance education.
In regards to your question, there is any difference in Correspondence and Regular course, i would say it varies from one subject to the other also from one degree to the other. However in general a course through distance learning does not have as much value as the regular one so if you can do a regular course, it would hold a lot of importance and thus be a much better option. 1) To write UPSC exam, maximum attempts permitted to a candidate are 4 and maximum of 7 attempts are allowed for Other Backward Classes (OBC).
2) Yes, you are eligible to sit for the exam. Below are the details :
To be eligible for UPSC :

You can get a direct admission in BBD University but for BBDNITM you need to have a UPTU score but the score accepted in the college is not very rigid even if you don't have a high score then also you can get admission and overall expense for 2 year is 2,40,000.
