Hello Ram, Yes, a student having obtained degree or PG or doctorate from abroad is definitely eligible. Normally there are intergovernmental agreements that accept equivalents between two courses if different universities. Best wishes.

JEE Mains is the exam, which contains the most government engineering colleges of India, however there are many state levels examinations like WBJEE CUSAT, GGISPU, UPTU, etc. through which you can take admission in state level government colleges. All the best.
