Hi Roshan,
First of all I would like to say that you can do any kind of Post Graduate Degree only and only if you have a graduation degree. So if you have a graduation degree you can go for a Masters program in Fashion Designing. However, as fashion Designing is a highly specialized field, it would be difficult to get MBA in Fashion designing that too through correspondence. You can try in Annamalai University (Distance Education) & in NIFT (Continuing Education).

Newspapers and Magzines will certainly help you improving reading skills. You may look towards newspapers and magzines having simple language and gradually move towards complex language reading to develop vocabulary. Times of India, Hindu, Economic Times, HT will be helpful as newspapers and Competition Success, Forbes, TIME magzine will be good for magzine reading.

Although advisable is that if you want to go for career switch then you should opt for a regular program as regular program would better your chances to get a job. However, as I don't know much about your educational background (your Graduation subjects and percentage) & the kind of business in which you are working it would be difficult to comment on how much useful an MBA degree through correspondence would be in your case.
I would like to add here that a correspondence program is generally for those working professionals who have good amount of work experience and just want a degree to get a designation jump in their current organ
