Depends on the institute you are considering to pursue the course from and city in which the institute is located. For an instance I hold certification of graphic design course taken up from RICCS institute a government NEILIT certified that was inclusive of Adobe Photoshop, Core Draw and logo making, HTML/CSS, Javascript, Query and Bootstrap that cost me around Rs. 16000 in total. You can apply for the NET exam if you have done your post-graduation or you are in a qualifying year. You must have minimum 55% aggregate marks in Masters. But UGC NET is not conducted in development studies, you have to select any other similar subject to apply for the exam. From Dec 2018, the UGC NET exam will be conducted by the National Testing Agency (NTA) on the place of CBSE. NTA has been started the UGC NET 2018 Apply Online process from 1st September 2018 and candidates can apply till 30th September 2018.

As per Educational Qualification:
The candidates has to clear the Diploma in Engineering/Technology of a duration of 3 years or more from Haryana State Government. It is required by the candidates to obtain a percentage of 45% (42.75% for SC) in order to make themselves eligible for admissions.
