undoubtedly, mba-it(information technology). but dear, sincerely it will be just addition to the no. of degrees you are having, it will not provide any benefit to your career in i.t. sector as you are already having a professional degree-mca with you. if you are seriously thinking of studying more- then you must go for some short term MIS courses like SAP, DOT NET, ERP solution. etc. it will surely give a boom to your career and make your resume powerful.

actually in canada the system is like below:
1) diploma for 2years after 12th
2) advanced diploma for 3 years after 12th
3) BEng for 4-5 years after 12th
please note that if you are looking forward to work in canada then you should go for advanced diploma.
the best colleges to my knowledge are:
1) seneca college,toronto
2) sheredian college,toronto
3) cenntenial college,toronto
if you have high gpa after completing your diploma and also have work experience then you should try for university like york university,toronto OR university of ottawa,ottawa OR university of calgary,calgary.

It is asvisable NOT to leave your job for UPSC exam. As a person with work experience you need to use your logic skills plus the knowledge to clear the prelims. Improve your GK, enahcne your knowledge on current information. I suggest that you get some study material form a reputed coaching centre and prepare your subjects well.
