One has to be Graduate and has to clear UPSC exam to be an IPS officer.
The civil service examination is conducted by UPSC(UNION PUBLIC SERVICE COMMISSION)every year. The examination has three stages i.e.,
1)Preliminary examination(normally conducted during the second half of may)
2)Main examination (normally conducted during the month of oct/nov,those who are selected in preliminary are only eligible for main examination)
3)Interview(those who are selected in main examination will be eligible for interview)
ELIGIBILITY
1)A pass in a degree from any University,
2)For IAS and IPS the candidate must be a citizen of India,
3)For other services a candidate can be either a citizen of India,a subject of Nepal,a subject of Bhutan or a Tibetian refugee
AGE LIMIT
1)21 years must be completed by the 1st AUGUST of that year,
2)GENERAL-30,OBC-33,SC/ ST-35;EX-SERVICEMEN WILL GET 5 YEARS EXEMPTION

OPEN-4,OBC-7,SC/ST-NO LIMIT

AIIMS is a permier most medical institution in the country and it offer about 42 career specialization and this includes MHA as well.
One with a Bachelor degree in any field whether Medicine / Non-Medicine / Non-Science is eligibile for this course, however it will entirely depend on the entrance that is required to be qualified.
The duration of the course too differs that is :
For the medical graduates the course duration is of 2 years where as for the non- medical graduates it is 3 years.
As for the exam is concerned, well you can go through the following:
Written test 1: The question paper will consist of Theory based Multiple Choice Questions (MCQs) and clinical/practical/lab based Short Answer Questions (SAQs)/MCQs.
Written test 2: Students who scored more than 50% and have been shortlisted further, required to qualify the Result test which is the Stage 2 of the selection procedure, in this test, student will be qualified over departmental clinical/practical/lab based assessment (carrying 20 marks) on the 4th day.
