You can apply at any time during the year.
10th pass students can register for CPT but can give exams only after completing 10+2.
Registration for Exams:
Exams are held twice a year, registration details are below:
CPT: Exams are held on June/December. Registration for exams are done in the month of March/September.
IPCC/Final: Exams are held on May/November. Registration for exams are done in the month of March/September.

In order to pursue full time MBA you need to be graduate (10+2+3) in any field with atleast 50% marks in graduation, plus you need to take various management entrance test like CAT, MAT, XAT, SNAP, etc.
However, non-graduates (10+2 or equivalent) with six years of managerial/ supervisory/ professional experience are eligible for taking admission into Diploma in Management from IGNOU.
