If you are targeting USA, you need to take the GRE and TOEFL. Admission will be on the basis of GRE score, Mtech and BE percentage, LOR's, SOP, and research experience.
If you are targeting UK or Australia, you just need to take the IELTS. Admission will be on the basis of the same criteria mentioned above, just that GRE is not included in the criteria.

If you have already done your masters from Mumbai, why to waste more years in another masters course.There will be no use for doing another masters (MS). Must try for PhD only.
For PhD you will need first to select the university of your choice. Apply for that. English test (any one GRE, IELETS, or TOEFL, as per the requirement of the university) would be necessary to clear. Apply to the concerned university as per the conditions of that university. Hi Khyati,
If you are keen to get into the clinical Psychology field you need to do your graduation in Psychology after which you opt for a Masters level program in Psychology and then go for M.Phil in which you take clinical Psychology as your specialization or as your research area.
Once you are through with your M.Phil there is no dearth of opportunities in this field as the field is fast expanding and the no. of professionals are very low in this particular area so, rest assured by the time you get qualified clinical Psychologist the scope must have increased manifold.

Yes,
IELTS is mandatory to be taken. Atleast 6.5 band score is required with a minimum score of 6 in each section. In addition, if applying for a masters course, you would be required to take the GMAT(incase of management courses) or GRE(incase of non management courses)
