The conversion of CGPA or SGPA to percentage is defined by the university.
As explained by @Dr.Goutam Chatterjee the conversion between percentage and SGPA points is same for almost all university but for CGPA you need to get the average of SGPA of all semester then apply the university guidelines to convert it in percentage.
For example
I am from Biju Patnaik University(Orissa). For us we have to deduct 0.5 from CGPA while converting to percentage.
Suppose i have secured 7.5 CGPA, then to covert it in percentage
(CGPA - 0.5)*10 = percentage
i.e. (7.5-0.5)*10=70%

It is not necessary to be part of police force to join CBI.
Every year CBI issues notification for recruitment through Staff Selection Commission for different levels and streams.
For vacancy and educational qualification, you can look at http://cbi.nic.in/recruitments/vacancy.php
Eye Sight and physical fitness is one of the criteria for selection in CBI as candidates have to take some physical test as well before selection in CBI.
