There is no problem in it because maximum age is 23 and yes, you can be a fashion designing student but for that in NIFT, you have to go through the entrance test of NIFT.

Yes, you can do. Since you studied biology in plus two. But Since you have done B.Tech think twice before you seek admission. But if you think nursing / health is your field then go for it.
