Nice to see your query. Hope my answer helps you to proceed with good career option. RHCE is better than CCNA but it will be good if you do both. RHCE is real good choice reason is CCNA is course even 12th pass student can do, however RHCE needs a technical guy. In fact there is no comparison among RHCE and CCNA as RHCE (Linux) is an OS. You can have very good opportunities in RHCE than CCNA. On top of this you can plan for AIX Administration. This is very niche domain with great opportunities. AIX is the OS launched by IBM and has very bright future going ahead. If you join course in AIX at earliest, will be good. Let me know if

Although, in India, getting a transfer from one University to another is really difficult but as you are moving from Ajmer to Maharashtra and planning to do your B.Com III year through correspondence you may get admission as a migrate student. I would suggest you to try with Open Universities like IGNOU.
