BA in a subject of your choice. You did not mention your subjects for any particular advice. Subjects can be Literature, History, political Science, Psychology, Social Work, Economics, Journalism, Hotel Management, Design etc. Some more options include BA LLB, BBA, B.Ed, etc.

There is no change in the policy of USA with respect to green card holder. Only changes with respect to H1 and L1 visa are expected. You are a USA green card holder you will have no problem with respect to job or higher education in USA. You must keep your green card active .
