Designing is an ability which is acquired by an individual through deep knowledge of concepts in his chosen field of study and after having gone through the practical usage of certain systems. Now, Aniket has rightly said that weapon and military vehicles are designed by government agencies and in India, very limited indigenous design in this field has taken place that too after working on projects for decades. Secondly, designing is a multi-stage activity with a large number of team members where usually the Chief Designer who has decades of experience is credited with the success of the project .
There are no Design courses in the market like coaching classes for CAT or MATLAB or CAD or PLC-SCADA. However, after having done graduation in any branch of engineering, one can pursue M.Des. from IIT Mumbai which teaches the essentials of design aspects, tools, simulations, testings etc
You can also apply to DRDO or Indian Air Force after completing engineering and work with weapons and military vehicles but definitely, you won't be designing them there.
