Hi,
Pursuing a PHD from Harvard University is a good choice.
Usually, Ph.D. requires a minimum academic degree of two years after bachelor's degree. Programs are individually evaluated by a committee on higher degrees.
Secondly, preparation in the major field is assessed in an oral examination by a qualifying committee. The examination has the dual purpose of verifying student's preparation for undertaking research in a chosen field and of assessing the student's ability to inculcate knowledge acquired so far.

Its not fair to compare branches in this manner.But yes as far as general argument goes,till civil IIT Delhi is better.If you are really interested in Computer Science then only you should decide your college on that basis,otherwise go for better college.

You have not mentioned whether you want to migrate the course that you are pursuing or the college where your are pursuing the current course from. Hence, I'm mentioning the criteria to migrate college as well as existing course.
