The admission process for DMS, IIT Delhi is already over. However, based on the CAT score it is difficult to tell about the chances since DMS takes admissions through profile and CAT score.

Colleges generally do not give admissions solely on TOEFL scores, TOEFL is required to demonstrate your English language proficiency. Your academic grades and profile, SAT score for undergraduate course, GRE or GMAT score for Masters and MBA carry more weightage. However, it also depends in which country you are applying for. On the whole you must be academically strong.

It can vary brother. This year, it was as high as 95% for MBA general and the last seat offered for MBA hr was 85%ile.
