It depends on the course that you want and the campus. For the main campus vellore, you need to have a rank below 5000 in VITEEE for any course under categories 1 or 2.
Since the course computer science engineering is highly demanded at VIT, you need to have a good rank.
To get admission into Chennai campus, your rank should be below 10,000.

I won't say, it is the best as there are some other reputed institutions like Madras Institute Of Technology, PSG- Coimbatore etc.
But, Kongu Engineering College is a reputed college under Anna University and it is autonomous too.
It is known for its faculty, infrastructure and placements.
Automobile engineering is a highly booming field in India and it is good choice to opt for Kongu Engineering College.
The placements are really good, but it depends on your skills too.

Many state governments have accepted equivalence of diploma with 12th. Hence on the basis of diploma you can seek admission in first year of any branch after of course following due process. Question of eligibility will arise if you are seeking admission in second year via lateral admission process. Here you need to refer to the particular University for getting clarity since many Universities follow different paths.

It's really a tough query that you are asking !! Ok. There is no hard and fast rule. Some years it's Java on the other hand in some years it's web development. I would advise you to grab admission in whichever field you are getting.
