No you cannot practice Doctor after completing your diploma in Nursing.

yes you can apply to give exam for Financial Planning after your graduation.
Certificate of Financial Planning will give a good boost to your profile as this certficate is more desirable by recruiters and Managers of different organisation when they are hiring for senior financial services and wealth management related openings.
