Yes, you can apply for GATE. As per eligibility criteria, a candidate must be passed out or in final semester of the M.Sc/MA/MCA course, there is no minimum and maximum age limit for GATE. There are 24 subjects papers in GATE exam and one has required to choose only one from them. As you have completed yours MCA. So, you can opt for CS (Computer Science and information technology) subject code. GOOD LUCK!

My brother is graduated from UT Arlington about 7 years back and from what I know at that time, electrical engineers of UTA specially were favorite and always picked by Sony Ericson which was in Dallas. I am not sure whether it is the same now but I do know one thing that a lot of folks who graduate from UTA in electrical engineering with good credentials ultimately get placed some place or other by some means or other (through a friend or senior). PGDM in SIOM is a full time 2 year management course. After passing from it you will definitely get the good placement. Why you want to do part time because there is no job opportunity after doing part time PGDM.

You can easily make into SIOM by scoring 50%-60% in SNAP. For fees, you need to go to college website and download the college brochure.
