An amendment to the UGC Act, 1950, and the AICTE Act, 1987, will be introduced in the winter session of Parliament providing the two with penal powers to be able to de-recognise an institution, take it to court, and even demand its closure if specified norms are not met. The amendment will apparently not apply in retrospect, but existing institutes and universities, which do not have approval from the AICTE or the UGC, will be asked to take one. As of now, an AICTE approval is optional. Also, a university can be set up by a state government without UGC approval as long as it does not take a grant.
Many state governments, notably the Chattisgarh State Government, have allowed private universities and instituties to be set up without UGC or AICTE approval and all these insitutes will be affected if the new amendment becomes law.

Please remember MBA degree is offered by universities, whereas PGDM is offered by AICTE approved institutes.
Both these course have almost the same course curriculum, Both are good but in PGDM there is very advance syllabus that's why IIM also give PGDM degree .
However please remember while taking admission, your emphasis should be more on taking admission in good universities or institutes.
You may consider some of the below mentioned points while selecting a institute or university to pursue MBA or PGDM program:
- Accreditation of the institute.
- Institute's infrastructure.
- Teaching faculty.
- Specialization offered.
- Past placements records.
- Tuition fees.
- City preference.
- Industry interface.
In order to pursue full time MBA or PGDM program you need to be graduate in any field with atleast 50% marks in graduation, plus you need to take various management entrance test like CAT, MAT, XAT, SNAP, etc.
Please note that, the final selection in MBA or PGDM program is made on the basis of:
1. Education background of the students.
2. Score in various management entrance test.
3. Performance in group discussions and personal interview.

As per your query if you have some experience your chances of getting opportunites in canada are more as Canada provides PR on the basis of job options they open every year.
They open certain amount of jobs depending upon the requirement in their country and you have to apply according to your profile like IT Professional, HR, Professor etc.
In case you want to apply as a fresher it's best that you go for your MS Programme and take a job after completing it in Canada, this way you will be able to get the job directly as your masters will be from the same country.

Devendra, Software is the code that automates processes. It is similar to what robots do for manufacturing. I am not sure how good you are with maths and programming. If you are, then you must pick up a language whether PHP/ HTML5 (web dev), .Net (for software dev) Java/ Android (for apps) or C#/ Unity (for games). However like i mentioned, you must be good with programming to move ahead in this area since you have to compete with MCAs and BTech(CS) applicants. So choose your internship/ industrial training very carefully. Do not just go for the cheapest to save money. See the IT company's credentials on the net. for example if someone provide LIVE PROJECTS are they there near the TOP on PORTALS like JUSTDIAL? Or if the company is registered with STPI (Software Technology Parks of India) - all good IT companies are lregistered with STPI. If a company spends money to market themselves to customers, only then they are able to get LIVE PROJECTS. Also, if you are an average programmer, and if you you're better with creative work, then you can head for web design or even vfx/ animation since there is a huge requirement coming up in that domain. There is also an intermediate path in games design and development. Wish you the best for your career.
