n any college generally if a student wishes to leave the college in the midst of the college you need to pay the fee for the entire course to get back the certificates you have submitted unless there is a strong reason. Under certain circumstances you can shift to some other college if someone else is ready to
come for the seat which you are willing to leave.This has to be done as per the
mutual agreement of both of you.
Further if the college is a deemed one it can impose some certain rules to make this happen.So i think it's better to meet someone in the administrative
department of your college to know the actual procedure an

It is difficult to get admission at 70% that to in general category. I would suggest you to try harder next time as reputed B-schools require CAT percentile above 97. Though you can try in IMT Nagpur but not sure of admission.
