Yes you need apply for a new admission form for the second phase of admissions with your Feb MAT score. Even though, if you have attended the first phase of admissions, you still need to apply a new form right from the first step.

Its hard to say whether you can still try and see if you can get some exemption or direct entry in last year of engineering program. You also might need to clear one of the mandate English test like TOEFL or GRE.

You can still continue your studies. I would recommend completing your intermediate first and opting for some bachelor's course. If you still want to work, you can opt for distance learning education along with that.
