MS in both these countries are competitive. An upper first class in your BE with excellent projects, publications, LORs, SOP and a valid IELTS score etc. Will be required. In Canada, GRE may or may not be required depending on the university. In Germany, GRE is not required. You should check some university websites for details like admission deadlines, fee and requirements.

The trend perhaps is not to reveal anything about the cut-offs! College website has no details. But it is gathered that for Aeronautical engineering branch, cut off was around 60K. But then there are different categories of admission and cut off is different for each.

Yes, you can do Fashion Designing course along with your B.Com. Consider it this way, use this time along with your graduation to learn the basics of Fashion Designing and tailoring, so that once you graduate, you can go for a full-fledged and an intensive course with renowned institutes.
