As per MHRD 2016 ranking, VIT University is ranked 13 and PEC University Chandigarh is ranked 37. Therefore, based on ranking, VIT University is a better option for doing B.Tech in comparison to PEC University, Chandigarh.

Yes, international exchange programs will help you, but you have to be active and network during the exchange program. Be a constructive student and don't go for the exchange program for the sake of it. Universities abroad will see how actively you participated, leadership skills, etc.
