- IISc ( the course offered in MS chemistry )
- IITs ( prefer old ones as compared to new)
- IISER, NISER ( you can apply for IntPhD here but option of leaving with MS is always open)
- Courses offered in NITs

For admission in any engineering course, you have to appear for some or the other CET. It's inescapable unless you get admission through management quota. JEE Mains will get you admission in a well known establishment.

It's good to know that you intend to pursue M.Tech. It is very institute specific and you will have to go and meet admission staff or principal to obtain detail information. There is no specific procedure.
