Yes, you can certainly join the Diploma course in fashion and interior design. One only has to have cleared his/her 10+2 from a recognized board of education in order to be eligible for this course and there is no age bar to pursue this course.

Congratulations on scoring such amazing marks. I am sure you have 100% chances for applying in St. Xavier's College, Kolkata for B.A in English honors. About the merit listing part I am not sure though now as it depends on the cut-off and all. All I can say is you can calculate your index percentage from the link given below. The cut off stays pretty high every year.
