Try Bakersfield College, USA. It allows the student to get in touch with them. A minimum of 4.5 bands in IELTS can help you to get admission or else you may choose Elicos in Australia. You can also try for the colleges in Singapore. They accept students with 5 band in IELTS.

In Dharamshala there are no UPSC coaching classes. You need to come down to Delhi and do this course.

As well stated by Shikshagijoo, you can consider these options mainly depending on your interest and also if you can probably carry two courses together, simultaneously.
One cannot consider CA, CS, CWA as an intermediate courses as these are superior and are respected as professions.
