Hi,
I would suggest you first visit the college and ask them about the procedure since the rules and regulations are different for every college or university. I think if you can provide any medical certificates / proofs as reason to drop out in 3rd year - might get a chance to continue further on medical grounds. Otherwise it seems difficult.

What does failure means friend. What my experience say is this. You never know what our passion is until class 12. When you are undergoing our graduation that time we feel this wasn't the right choice. So having a backlog is not failure, but you aren't interested in electrical kind of subject.
