A candidate must be an unmarried male and have attained the age of 16 1/2 years and must not have attained the age 19 years on the 1st January or 1st of July of the year succeeding the year of examination.
So you'll be eligible for N.D.A exam as you'll complete 19 years of age after 1st of July 2013 (the year of exam).

With 15 years of education, UK would be the best study destination for you, as universities in US requires 16 years of education for admission in their MBA program.
However, please remember in order to pursue MBA from good universities in UK, you need to have atleast 3-4 years of full time work experience after graduation.
