You should complete your degree by passing the back paper. It happens when we are having only single back paper but thinking in other way, is not the solution of your trouble. Don't be panic and try to get degree of engineering after passing only a single paper.
There is no other way of completing degree without passing that paper or, clearing your backlog. First of all complete previous one then think for another one.

As per your profile it won't be possible for you to get admission in Msc in IT program after completing BA.
Moreover with 15 years of education i.e (10+2+3) UK would be the best study destination for you as in order to pursue masters degree from Canada you need to have 16 years of education i.e (10+2+4)
In order to pursue masters degree from universities in UK, you need to have relevant undergraduate degree from recognized university with good academic record, preferably 60%-70% plus in graduation, plus you need to take IELTS or TOEFL test to prove your english language proficiency.
