Hi Harpreet. I am sorry to inform you that no countries under the current rules allow you to get a visa without an IELTS certificate except for Singapore. In case you want to apply for any other country it is mandatory to appear fro the exam. This exam proves your language proficiency over the language as residents of a non native English speaker. So appear for the exam which definitely increases your chances of getting a positive reply. Also inform me about your qualification and the course you plan to study in New Zealand.
