Pursuing studies abroad is always a good option, the main reason for seeking a degree from abroad are:

Dear Abhi, unlike Armed Forces Medical College where for MBBS, direct admission is given, for Army and Naval engineering college, admission is given only after commissioning in Army or Navy for those officers who opt for corp of signals, EME and artillery. IAF has Air Force Technical College but it is for training of newly commissioned engineering graduate officer. It does not take civilian candidates for B.Tech. course.
Therefore your brother has two options:-
1. Complete B.E./B.Tech. from any engineering college of the country and afterwards apply for commission in any of the forces to join as engineering branch officer.
2. Through NDA exam after 12th, join National Defense Academy, Kharakwasla, Pune and subsequent to commissioning, join Army or Navy engineering college. During this period he will be an officer and would draw his full salary.
