Hi,
Swedish universities and colleges charge tuition fees for students from countries outside of the EU, EEA or Switzerland.
For students from other countries, tuition fees for higher education in Sweden are subsidized by the government. however, you will still have to cover your living expenses.
Universities set their own fees, and these vary between SEK 80,000–140,000 per academic year for most subjects.

To establish yourself in the designing field,you need to have a degree course.or very much experience on this field.In this case you need to see whether you are eligible for regular design course in terms of age.If not then you can carry on your studies and along with this you can opt for part time/short course/online course on designing.

UPSC examination is conducted every year and on the basis of this examination a number of IAS, IPS, IFS officers are recruited.
To be eligible :
- You need to pass graduation in any field from any recognized university.
- You are eligible if you are in the final year of graduation.
