Hi Amir,
The most important thing which you should keep in mind while choosing any career stream is your own interests and career aspirations, so if you feel that you are passionate about your country and want to serve the country by being a part of bureaucratic system of the country you should give JPSC Exam.
To give this exam you need to have a graduation from a recognized University, and the upper age limit for the exam is 35. The students from any stream can opt for JPSC. The optional subjects that you select should be in the area related to your own stream, i.e. Commerce.

Hi, I think University of Wollongong (UOW) is one of better option while selecting Australia as study destination still if you can guide me about your IELTS score, academic background and University from which you have graduated, it would help me to suggest other option. UOW is near Sydney and you can save some money on living and food while not opting for main city center location.
