Hello, I am confused on the question. Do you mean candidates from which state achieve good colleges or which colleges are better state wise? To answer the second point, apart from cream colleges like IIMs, FMS, MDI, etc. Go for tire one cities as these will have a better location advantage when it comes to infra, placement and faculty.

You should prepare for CAT (common admission test)/MAT/XAT. IIMs, Business schools or top ranked universities like DU, BHU, Assam University, Anna University, University of Madras, Mumbai University, Loyola College, etc. and IITs (those provide management courses) are better options for doing M.B.A. in India.

Hi Aniket,
No university or college in the world will allow you to study astronomy or Science after BBA. Please understand that you must qualify. If you are interested in this field, you can pursue a short course on this subject and keep it as a hobby but not as a full time course or you have to start from the beginning again. However, if you completed 12th Science with a decent grade you can try contacting some universities and see if you can apply for a BS course.
