1) Should have cleared their intermediate or equivalent examination with minimum 50% aggregate.
2) Should have cleared the intermediate or equivalent exam with English as a core subject.

In order to become a block development officer, you should have completed your graduation in any stream from a recognized college/university. Your age should be in between 21 to 30 years and age relaxation will be provided as per government norms. Major Universities take admissions on merit basis for B.Com (Hons). But, gradually the scenario is changing. Delhi University has started conducting entrance exams as well starting this year. Your merit, I. e, your class 12th marks plus your rank in the entrance exam will both be considered in DU.

State topper means the top scorer of the state board examination. Suppose exam conducted for 1000 marks and the highest score is 990. Then student with 990 marks will be the topper. It may be more than one also if other students have also scored same marks. But in the competitive exam ranking may change even though two people get the same marks. Like in the IIT entrance exam, they give weightage to particular subject wise marks followed by age and many other factors they had included to differentiate.
