Yes, a student can shift from Science to Commerce stream in plus two as the course structure of 11th and 12th is entirely different and student won't even experience any trouble related to it.
But, you need to contact your school personally for the shift related details and the seat availability in that particular class.

1) To pursue Bachelor's in Engineering, you need to fulfill certain criteria :
* You should be at least 18 years old or above.
* The maximum age should not exceed 23 years on the date of the exam
* You should have completed plus two or higher secondary education. Also both Physics and Chemistry should be amongst the science subjects studied. You should have studied Mathematics too as a subject.
